There are 3 times you can fit 18-cell blocks horizontally, so it means 9 towers. Horizontally the coverage is enough for 18 cells, allowing up to 9 buildings in horizontal row to be covered by 1 tower. Usually these "border rows" (near beach and near mountain) are used for services and factories, so we will assume services and factories are firstly placed there to minimise the waste of "covered" area on them. This is a lot more difficult task, because you can fit more or less buildings in the same coverage depending on whether you also put specialisations or not.
